Enacted in 2021, Local Law 154 (LL154) — also known as the All-Electric Law — prohibits on-site combustion of fossil fuels that emit more than 25 kg CO₂/MMBtu in new construction. In practical terms, this means no gas boilers, no gas stoves, and no fuel-oil heating in new NYC buildings.
The law is a cornerstone of NYC's broader decarbonization strategy. Buildings account for nearly 70% of the city's carbon emissions, and LL154 directly targets that source by mandating all-electric systems — heat pumps for space heating and cooling, electric hot water systems, induction cooking, and electric dryers.
